The tribal chief wanted Roman Reigns to lose his last remaining time in charge of the group, and fans were wondering when he would return.

Even if technically Roman Reigns isn't a “Paul Heyman type” Seeing him turn his back on Reigns would be a big deal. However, this could happen if WWE wants to distract the audience and do something else while Heyman moves forward.
He could betray Reigns and side with Sikoa and the new group, as Heyman always aligns himself with the most powerful forces possible. His argument could be simple in that Reigns never came back to help him, and so he eventually decided to broker things with Sikoa, which could lead to the New Bloodline starting to dominate Reigns' group due to insider knowledge.

Roman Reigns is currently looking for a fifth man to join his team at WarGames, and he's quickly running out of options. Years of domination and betrayal have meant that no babyface would want to put himself in danger for him, which makes sense in the plot. However, his loyal sage might end up bailing him out by making a surprise return WWE Survivor Series next to a familiar face.

CM Punk has been off TV for a while and is expected back relatively soon; so have his old friend Heyman Bringing him in for a one-off match with The Bloodline could be a big deal. It would show that Heyman has been working behind the scenes for his tribal chief while also creating a few big surprises for the upcoming Premium Live event.

Heyman has been in the business for a long time and there are family contacts that could be leveraged. Plus, the idea of The Rock literally being his boss could be a factor from a plot perspective.

However, having Heyman alongside him could make a difference as he could be there to continue the role each week when The Rock is away.
